2. Recieved DUIs
3. Been convicted of tax evasion

Besides, it doesn't matter if they form a new government in Iraq. The horrible government there is not the cause of the trouble there, it's the effect.

By changing the effect you are not solving the problem.

If you establish democracy in Iraq without reeducating them thoroughly, they will just get rid of it and elect another dictator.</description>
