Jason, don’t you know by now that only the US actually keeps treaties? When they created KYOTO, they simply blew the dust off the SALT II document and changed a few words from reduction of NUKES to EMISSIONS. They had to remove the fine print “Heads I win, Tails you lose”, though. It might have been too obvious.
