John Kerry, meet John Bolton.



Transcript:

Kerry: This has been going on for five years, Mr. Ambassador.

Bolton: It’s the nature of multilateral negotiations, Senator.

Kerry: Why not engage in a bilateral one and get the job done? That’s what the Clinton Administration did.

Bolton: And, very poorly since the North Koreans violated the agreed framework almost from the time it was signed.

Another flip-flop as well. Kerry is now advocating a “go it alone” strategy. Wasn’t that the very thing he criticized Bush for doing back in 2004?

UPDATE: Welcome readers from the Nutroots movement at democraticundergound. As I understand it, you guys think I’ve taken Kerry’s comments out of context… so here’s the rest:

KERRY: Mr. Ambassador, at the time — Secretary Perry has testified before this committee, as well as others — they knew that there would be the probability they would try to do something outside of the specificity of the agreement.

But the specificity of the agreement was with respect to the rods and the inspections and the television cameras and the reactor itself.

BOLTON: Senator, the agreed framework requires North Korea and South Korea to comply with the joint North-South denuclearization agreement, which in turn provides no nuclear weapons programs on the Korean Peninsula.

So it was not limited only to the plutonium reprocessing program.

KERRY: Mr. Ambassador, the bottom line is that no plutonium was reprocessed under that agreement. No plutonium was reprocessed until the cameras were kicked out, the inspectors were kicked out, the rods were taken out, and now they have four times the nuclear weapons they had when you came on watch.

So there’s your context. Kerry really told him off, didn’t he? Well, except for the fact that Kerry was lying (hat tip: Old Soldier):

July 1999: A U.S. intelligence report claims that North Korea has between 25 and 30 kilograms of weapon-grade plutonium, enough to make several nuclear warheads.

You’d think someone who served on the Senate Select Committee on Intelligence would know the truth. That is… if he’d ever bothered to show up for the meetings. (Then again, this is the same guy who issued a press release claiming he’d been Vice Chairman of that committee when, in fact, he never had been)

He’s either lying, or he was intentionally playing a game of semantics, claiming that the North Korean nuke development occured “outside the Framework Agreement”. If that’s the case, then it shows that the Framework Agreement was worthless to begin with. In addition, it shows the Clinton administration had knowledge that the Framework Agreement was worthless with respect to preventing North Korea from developing nukes at the time it engaged in it:

Maybe in that parallel universe where John Kerry was Vice Chairman of the SSCI, North Korea actually complied with the 1994 Framework Agreement and Osama bin Laden didn’t do any planning for 9/11 until January 20, 2001, the day Bush took over the Presidency. And maybe in that same liberal utopia, Sandy Berger was really stealing and destroying old math homework and not top secret national security documents relating to Clinton’s inaction towards terrorism.

How’s that for context?

  4. By the way, Kerry was right on Bolton not getting Chapter 7 sanctions - which Bolton lied about several times before he conceded after Kerry read from the document to him.

    Bolton acted like a petulant school child, only kids are typically cute.

    There was a very GOOD reason Kerry killed Bush in debate 1 - he is very very well informed on foreign policy.

  7. truthisfair (but you are biased), check out the following timeline and then come back and validate Kerry’s rebuke. The NKs advanced their nuclear weapon program long before GWB and Bolton came on the sceen. So typical of the left to disregard what occurs during their watch and blame the results on the current adminsitration.

  8. Kerry’s comment is accurate. The situation is far worse after the 5 1/2 years Bush has been in office. That report claims that a US intelligence report says they had plutonium - even if accurate, it doesn’t say where or from whom it was obtained. Clinton was, of course, President in 1999.

    Kerry is not Clinton. So, what was he doing in the late 80s and early 1990s - among other things, he was investigating BCCI. Kerry became involved as he was investigating international drug money laundering. Noriega had used BCCI to launder his profits. Kerry and his investigators found that in addition to drug running, BCCI was involved with gun running, and terrorism.

    Kerry fought both the Republican administation (GHWB) and both parties to contine his investigation. BCCI had bought off top people in both parties. When the committee’s life was not extended, Kerry took everything he had to the Justice department - which ignored it. He then had his lead investigator, Blum, take the information to the NYC DA, Morgentheau. Morgentheau with the help of Great Britain closed BCCI. It was found that OBL had hundreds of millions of dollars there.

    Kerry wrote a final report of things that still needed to be investigated. The first item was that BCCI had financed A.Q Khan’s development of Pakistan’s bomb and there was concern that they would sell material or technology elsewhere. This was written in the early 1990s - and not pursued by GHWB or Clinton.

    Kerry, with no supoena power, and different assignments in the Senate did the only other thing he could. He wrote the “New War” that warned of the globalization of crime and terrorism and how would change things. Kerry didn’t need 911 to understand the problem.

    In recent years, (under Bush) it was found that the Khan network did sell NK, Libya and Iran either techology or materials - as Kerry worried they could 10 years earlier.

    I do give Bush credit for finally stopping the Khan network, but:
    - When Kerry was investigating BCCI, W had a sweetheart loan from them (though you can’t prove he knew how bad they were)
    and
    - Even now, Khan is simply “under house arrest” in Pakistan where he is revered as the man who created their bomb. Is he adequately under control? Dr Rice thinks so.

  11. John Kerry Uses Logic At Bolton Hearins

    And by logic, I mean “disingenuousness.” He says the North Koreans did not process plutonium in violation of the Carter-Clinton “solution” before Bush drove them to do so. A report says they processed 25-30 kilos of plutonium by 1999….

Unfortunately, it does little to address the issue of whether Kerry was just stupid or slightly deranged in his question line with Ambassador Bolton.
