					<description>Couple all that to the budget cuts that transformed many Army Hospitals into 'health care clinics' without emergency rooms and inpatient care facilities.  If I'm not mistaken two of our biggest USAEUR (US Army Europe) facilities (Landstuhl and Weisbaden) have been closed or reduced to the point of being clincs, too.  Oh, those 'hospitals' were transformed into 'clinics' during the Clinton years, but I'm sure that is immaterial.</description>
