It shows the VP of Iraq talking to a Pakistani cleric about the situation in Afghanistan. They discuss how unfair collective punishment is (punishing the Afghani people for OBL's - at that time - purported misdeeds) and are sympathetic to the Afghani government, which at that time happened to be the Taliban. Nothing indicates that Iraq was providing material support for OBL or the Taliban. CrushedByLiberalism, that document shows nothing of the kind.
